On November 2, 2025, Panamanian President José Raúl Mulino signed a law expanding Panama's retiree discount program (originally Law 6 of 1987) to all retirees and pensioners regardless of age plus foreign permanent residents, granting 15% to 30% off healthcare, restaurants, prescriptions, utilities and funeral services, with fines up to USD 5,000 for businesses that refuse to honor them. The expanded discounts take effect six months after publication in Panama's Gaceta Oficial and require qualifying Panamanian residency, such as the Pensionado Visa (USD 1,000/month lifetime pension, or USD 750/month with a USD 100,000+ property purchase).
