Why Americans Are Moving to Panama in Record Numbers: What the 2025-2026 Data Actually Shows

If you've spent ten minutes in Panama's expat circles - a coffee shop in Boquete, a Friday happy hour in Coronado, the waiting room at an immigration attorney's office in Obarrio - you've heard it. "So many Americans lately." For months, that was vibes. Now it's documented.

Panama's National Migration Service publishes residence permit counts by nationality, so nobody has to guess. In 2022, the SNM processed 1,921 U.S. citizen permits. In 2023, it dipped slightly to 1,783. Through the first nine months of 2024, the count sat at 1,629. Then 2025 arrived and rewrote the chart: 2,912 permits processed through November alone, with 2,824 approved - with a full month still on the clock.

That's not a relocation influencer's guess or a brokerage press release. That's Panama's own migration authority counting stamped approvals. We cross-checked it against Gallup polling, Henley & Partners' investment migration reports, and coverage from the Wall Street Journal and the Brookings Institution. Every line of evidence points the same direction.

Here's the thing most people miss: residency permits are a lagging indicator. Somebody who signs a lease in Costa del Este or closes on a condo in Punta Pacifica in March typically doesn't show up in the permit data until six to twelve months later. The 2025 spike is reflecting decisions people made in late 2024 and early 2025 - which means 2026's numbers are already baking.

Zoom out and the Panama surge stops looking like a quirk and starts looking like a current.

A Wall Street Journal analysis of 15 countries reporting 2025 data found that at least 180,000 Americans relocated abroad in 2025 - a figure the Journal flagged as likely to climb substantially once every country reports. The Brookings Institution went further, estimating that U.S. net migration turned negative in 2025 for the first time in at least half a century. Read that again: more people left America than arrived.

And the desire runs deeper than the departures. Gallup polling released in November 2025 found 21% of Americans would like to move abroad permanently - roughly double the level of the mid-2010s. Among American women aged 15 to 44, that number hits 40%, four times what it was in 2014.

At the top of the wealth curve, the shift is downright dramatic. Henley & Partners, the world's largest investment migration firm, reported that Americans now account for over 30% of all their residency and citizenship-by-investment applications globally - making U.S. citizens their number one client nationality, ahead of the next five nationalities combined. American enquiries jumped 183% in early 2025 versus the year prior.

Panama isn't the whole story. But it's one of the most efficient answers to the question all those people are asking.

Partly. We're not going to pretend otherwise, and frankly, neither do our clients.

The press has nicknamed it the "Donald Dash," and relocation firms across the industry reported enquiry spikes within days of the November 2024 election. Political uncertainty shows up clearly in the survey data, and plenty of the Americans who walk into our office at the Waldorf Astoria say it out loud over coffee.

But politics is almost never the whole story, and the data agrees. The same surveys point to a stubborn cluster of practical motivations: U.S. cost of living, healthcare costs, housing prices, and the plain fact that remote work knocked down the last real barrier for hundreds of thousands of people.

Here are the numbers that actually close the deal. The cost of living in Panama runs roughly 36% lower than in the United States for a single person, according to figures reported by CNBC. Private healthcare here costs a fraction of U.S. prices, anchored by Johns Hopkins–affiliated Pacífica Salud in Panama City - a hospital where a specialist consultation often lands in the $60–$120 range instead of a four-figure U.S. bill with a deductible attached.

In our experience, the political moment is what starts the conversation. The math is what finishes it.

Americans heading abroad have options, and plenty of them are bigger than Panama. Mexico hosts an estimated 1.6 million Americans. Portugal's American population grew from under 5,000 in 2019 to roughly 26,000. Spain sits around 60,000. Panama's American community is an estimated 25,000 to 30,000.

So Panama isn't the biggest. But its 2025 growth rate is competitive with any of them, and there are five structural reasons people keep landing here:

The U.S. dollar IS the currency. Not pegged. Not "stable-ish." The actual greenback in your actual wallet. No exchange-rate risk, no conversion friction, no watching your retirement savings swing against the euro every morning. Your money works here the way it works at home.

Territorial taxation. Panama taxes income earned in Panama. Foreign-sourced income - U.S. pensions, Social Security, most remote work for foreign employers - is generally not taxed by Panama. Portugal's NHR regime got gutted. Panama's territorial system has been the law for decades.

The Pensionado visa. Retirees with a lifetime pension of $1,000 per month qualify for permanent residency, plus a legendary stack of legally mandated discounts: 25% off airline tickets, 20% off medical bills, 15% off hospital bills, 25% off restaurant meals, 50% off entertainment. It remains one of the most accessible retirement programs on the planet.

Proximity. Three to five hours from most major U.S. hubs via Copa's hub at Tocumen International, in the same time zones as the East and Central U.S. You can make your grandkid's birthday without crossing an ocean or losing a day to jet lag.

People are genuinely, measurably happy here. In InterNations' 2025 Expat Insider survey of more than 10,000 expats across 46 destinations, Panama ranked #1 in the world for the second consecutive year, with 94% of expats in Panama reporting they're happy with life here. Two years running. Against 45 other countries.

The stereotype is silver-haired retirees on a golf cart in Coronado. And sure - the Pensionado program logged over 1,000 permits in just the first seven months of 2025, so those folks are absolutely coming.

But the SNM's age data tells a different story: most 2025 permits went to applicants in the 18-to-49 working-age bracket. This wave includes remote software engineers, mid-career consultants, small-business owners, young families enrolling kids in Panama City's international schools, and creatives who realized their Zoom background works better with a Pacific skyline behind it.

The Friendly Nations visa is their vehicle of choice. It gives U.S. citizens a straightforward path to residency through Panamanian employment or a qualifying $200,000 real estate investment, and it logged over 2,000 cases across all nationalities in the same period.

That $200,000 threshold matters enormously for how people shop. Panama City (Costa del Este, Punta Pacifica, San Francisco, Avenida Balboa): The choice for remote workers, entrepreneurs, and anyone who wants fiber internet, a Johns Hopkins–affiliated hospital fifteen minutes away, and eight rooftop bars within walking distance. Costa del Este is the manicured, family-friendly, embassy-and-executive corridor. Punta Pacifica is the glass-tower, ocean-view, five-minute-to-Pacífica-Salud play. San Francisco puts you next to Parque Omar with better value per square meter.

Casco Viejo: The UNESCO World Heritage old quarter - 17th-century stone, cobblestones, jazz drifting out of a courtyard at 10 p.m., and some of the most interesting restoration real estate in the hemisphere. Buy carefully; heritage rules are real.

Coronado and the Pacific beach corridor (Gorgona, San Carlos, Punta Barco): Roughly 60-80 minutes from Panama City on a modern highway. Big American and Canadian community, grocery stores that stock the brands you miss, golf, and beachfront that costs a fraction of comparable U.S. coastline.

Boquete and the Chiriquí Highlands: 65-75°F year-round, world-famous Geisha coffee farms, hiking trails up Volcán Barú, hummingbirds at your breakfast table, and one of Latin America's most established expat communities. Boquete real estate remains the top pick for buyers who want mountain air over ocean humidity.

Bocas del Toro: Caribbean archipelago life - overwater bungalows, surf breaks, island hopping by panga. Bocas del Toro property is the highest-adventure, highest-personality option on this list.

Pedasí and the Azuero Peninsula: The slow-living frontier. Fishing villages, empty beaches, and the kind of land prices that make early movers grin ten years later.

We promised the honest picture, so here it is - including the part a sales brochure would skip.

Several Panamanian law firms noted that permit applications in certain fast-track categories tapered in the second half of 2025 after regulatory changes tightened a few investor rules and rejection rates rose in some categories. Monthly totals came down from the spring 2025 peak.

None of that changes the year-over-year picture: American residency grants rose sharply in 2025, and Americans reclaimed the #3 spot among new residents. What it does mean is that the process rewards doing things properly. Immigration categories in Panama change by executive decree, sometimes with limited notice. The applicants who run into trouble are almost always the ones who tried to shortcut the paperwork, used an unlicensed "facilitator," or relied on a two-year-old YouTube video and a prayer.
