On November 2, 2025, Panamanian President José Raúl Mulino signed a law expanding Panama's retiree discount program (originally Law 6 of 1987) to all retirees and pensioners regardless of age plus foreign permanent residents, granting 15% to 30% off healthcare, restaurants, prescriptions, utilities and funeral services, with fines up to USD 5,000 for businesses that refuse to honor them.
